Background The rapid urbanisation of India is likely to continue and further intensify in the future. The current trends indicate that over half of the country's population will live in cities by 2050, which will further increase the current challenges of basic service provision of water supply for the citizens, the risk of disasters and the effects of climate change. The Government of India has responded to the problem by initiating and implementing various reforms, programmes, and missions such as Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart Cities Mission (SCM), Pradhan Mantri Awas Yojana (PMAY-Urban) and Swachh Bharat Mission (SBM-Urban). However, capacities for sustainable urban development and the application of risk-inform ed, integrated, resilient and sustainable urban development approaches are generally very limited. The GIZ technical cooperation project Sustainable Urban Development – Smart Cities (SUD-SC) is being jointly implemented by the GIZ and MoHUA for supporting the Government of India, Assam, Karnataka, Telangana, Tamil Nadu, Kerala and Odisha. The objective of the SUD-SC Project is ‘Responsible National, State and local institutions have applied concepts for sustainable urban development for the provision of urban basic services and housing in selected smart cities.’
Objective In order to support cities with the preparation financially viable Urban-Resilient Infrastructure Projects, GIZ seeks to engage an organisation with sectoral expertise in preparing urban-resilient infrastructure projects that are bankable and attractive to financial institutions and investors, while ensuring their resilience to urban challenges such as climate change, population growth, gender responsiveness, and infrastructure deficits.
1. Conduct financial feasibility studies and risk assessments for proposed urban-resilient infrastructure projects. 2. Develop financial models that demonstrate the bankability of projects, considering potential revenue streams, cost-benefit analysis, and long-term financial sustainability. 3. Support the preparation of investment project proposals for submission to financial institutions. 4. Identifying and integrating resilience and climate adaptation measures for climate finance. 5. Embedding gender-responsiveness measures on the lifecycle of a project. 6. Strengthen institutional capacity within partner states for structuring, managing and incorporate bankability for urban-resilient infrastructure projects.
